PURPOSE: To provide a foundation material for civil engineering works at a lower cost as compared with a conventional material by principally using the scraps of a structure such as scraps of a lateral groove and roadbed, scraps such as concrete and brick produced at the time of destroying a building or hardened body of sludge.

CONSTITUTION: The various scraps of a structure, a building, etc., are crushed and cement and water are added to the crushed scraps by 7-15% and 10-20%, respectively, to obtain a foundation material for civil engineering works.
