As a rising surface, which rises obliquely upward from a downstream side to an upstream side, is placed on the longitudinal casing pipe part 1, the casing pipe can be installed on a concrete subslab, which is placed under a concrete foundation (not illustrated), and a concrete slab on grade C, easily fixed to a bar arrangement using a wire, a fixing holder and others and it becomes unnecessary to scrape off the concrete subslab and the concrete slab on grade in order to ensure a space for installing the foundation penetrating casing pipe.
