PROBLEM TO BE SOLVED: To perform structural ingenuity in a bonding plane between a foundation fixture and a waterproof sheet, and thereby improve the bonding strength of both.SOLUTION: Respective bottom pieces 51, 51 are bonded on a waterproof sheet 3 while making a pair with L-shaped foundation mounting pieces 50, 50 and bonding mutual uprising pieces 52, 52, and thereby a foundation mounting member 5 is installed on a waterproof layer so as to form an inverted T-shape. Thereupon, both uprising pieces 52, 52 of the foundation mounting member 5 are sandwiched between mutual sandwich-mating faces with foundation fixtures 6, 6 as a pair. Then, each bottom face is mounted and installed on each bottom piece 51 of the foundation mounting member 5, and the foundation fixture 6 and the foundation mounting member 5 are connected and fixed by a binding member 65. The paired foundation mounting pieces 50, 50 have action to prevent the peeling of the counterpart with each other, and thereby the foundation mounting member 5 is firmly bonded together on the surface of the waterproof layer.
