To provide an inexpensive fragment sticking preventive tool and a fragment sticking preventive guardrail which prevent the sticking of a fragment and are easily constructed.

The fragment sticking preventive tool A may includes the pair of hooking holding portions 9 and 10, the contacting part 11, and a tightly binding piece 12 which is disposed on the back of the beam 4 and restrains the hooking holding portions 9 and 10 from moving away from the beam 4. It is preferable that the hooking holding portions 9 and 10, contacting part 11, and tightly binding piece 12 are portions that are formed integrally with one another by bending a wire rod 13 having a circular cross section at proper points on the wire rod 13.
