A "frame in a two-by-two matrix shape" comprises a cross frame made of a steel material having a center block present in the center and two linear parts extending in a cross shape at a periphery, and a quadrangular frame which has a steel material put around a periphery and is placed on the cross frame. The solar panel is supported by the quadrangular frame of the "frame in the two-by-two matrix shape", and a fixed rod supporting the center block is stuck into the ground to fix the "frame in the two-by-two matrix shape" on the ground surface.
