To provide a frame for a solar panel that can support a substrate frame at a predetermined tilt angle to a horizontal direction even when foundation piles put in the ground while having head parts left on the ground are in postures of tilting in front-rear directions.

A frame for a solar panel includes a substrate frame 1 whose front-rear direction tilts in a horizontal direction and on which solar panels SP are arranged, and foundation piles 3 which are plural in number in front-rear directions and each supports the substrate frame 1 on their head parts and enter the ground with the head parts left on the ground. The head part of each foundation pile 3 is provided with a swing member 7 which freely swings on a bolt 22 as a center axis having its axial direction in right-left directions, and the substrate frame 1 is connected to the head part of the foundation pile 3 with teh swing member 7 interposed.
