PURPOSE: To enable economical manufacture of a titled device, by a method wherein a neck piece and a brake mechanism for the pipe of a base are vertically mounted, and even if the outer size of the neck piece is small, constitution is practicable, plural grooves in a complicated shape are formed in the end surface of the pipe, and the device is molded by means of synthetic resin.

CONSTITUTION: A pipe 1 of a base is designed to have an outer size matching a size being large enough to allow insertion of it into a pipe insertion hole 5 of a neck piece 4. Plural grooves 2 are formed at a specified distance in the surface of the upper end part of the pipe 1, and an oblong hole 3 is provided in an outer periphery. Meanwhile, the neck piece 4 has a hole 6, the outer diameter of which makes contact with the inner diameter of the bottom of the pipe insertion hole 5, a spring 8 and a ball 7 are placed therein, the upper end of the pipe 1 is inserted, and the tip of a screw 10 is inserted through a hole 9 in an outer side into an oblong hole 3 in the outer periphery of the pipe 1 to lock the screw to the pipe 1. This constitution enables a mechanism to be contained even if a space between the outer dia of the neck piece 4 and the outer diameter of the pipe 1 is narrow, and enabled economical manufacture of a device by means of synthetic resin since the grooves 2 in a complicated shape are formed in the end surface of the pipe 1.
