The frequency division multiplexer and the modulator (DRFDM2) 40 re-configured dynamically receive plural multiplex input signals. Each multiplex input signal is sent in time division multiplex. Each input signal is used to modulate a carrier signal having a specific frequency. Switches 531, 532 are used to selectively divide a modulation signal into one group or two or over, and signals of the groups are added for frequency division multiplex transmission. In a private communication service environment, outputs of the groups are sent to antennas 521, 522 and the switches are controlled to selectively distribute the carrier signal, the input signal and the carrier frequency signal to the antennas 531, 532. Thus, the antenna diversity system is executed and the deterioration in the quality of a signal due to a multiplex path propagation effect is prevented.
