A flat plate group in which a plurality of flat plates are arranged in parallel with clearance in the vertical direction to the surface of the flat plates and end parts are integrated with each other, and a braking plate group 20 in which a plurality of braking plates are arranged in the perpendicular direction to the surfaces of the braking plates and end parts are integrated with each other are arranged so as to hold each flat plate 11 from each side by the braking plates 21. The flat plates and the braking plates are tightened by a tightening device so that the relative slide is possible between the flat plates 11 and the braking plates 21 opposite to each other, and the relative displacement speed between the flat plate group 10 and the braking plate group 20 is detected, and the tightening force of the tightening device is controlled so that the friction force between the flat plate group 10 and the braking plate group 20 is changed proportional to the relative displacement speed or the power thereof.
