The frictional charging device 10 makes a mixture 1 of two or more kinds of plastic electrically charged. The device concerned includes: a tubular charging container 2 having, in its one end, an inlet opening 2a for receiving the mixture 1 of two or more kinds of plastic and, in the other end, an outlet opening 2b for discharging the mixture 1 of two or more kinds of plastic; and a ring-shaped partition plate 3 which is fixed to the inner periphery of the charging container 2, partitions the inner space IS of the charging container 2, and has an aperture hole 3a at its center.
