An intake valve advance side oil path 6 of an intake valve side VTC (Valve Timing Change) oil passage 2 arranged at a front cover 1 includes: a first oil passage 6a having one end opened at an outer surface of a cover main body 11, and having the another end communicated with an intake valve side solenoid valve at an intake valve side solenoid valve attaching part 3; a second oil passage 6b having one end opened and formed at the outer surface of the cover main body 11, and capable of supplying operating oil to the intake valve side phase valve timing change mechanism from the another end side; and a connecting oil passage 6c connecting the first oil passage 6a and the second oil passage 6b.
