Maximum electric power point follow-up control can be conducted by setting the half of the fixed voltage capable of being led out from voltage current characteristics of a direct methanol fuel cell (DMFC) 1 as a target value of the voltage of the DMFC and controlling so as to keep the target value. In order to stably supply electric power even when the request electric power of a load is larger than the maximum electric power, a power storage means 2 is installed in parallel to the load. By controlling the voltage of the DMFC so as to raise higher than the target value according to the temperature rise of the DMFC or the voltage rise of the power storage means, fuel use efficiency can be increased and limitation of temperature or the limitation of the voltage in the power storage means can be made possible.
