The surface of the gas passage 17 is roughened (hydrated) by applying particles of a metal compound having hydrogen peroxide resolvability on the surface of the gas passage formation member such as a separator 15 and porous body, by a projection method such as liquid horing, shot peening, electrolytic in-process dressing, and voltage stability is improved, and by making the particles of the metal compound being a hydrogen peroxide decomposition accelerator remain on the surface of the gas passage, deterioration of a battery member is suppressed.
