PURPOSE: To provide a fuel cell excellent in performance and reliability in which no movement of phospholic acid is allowed in electrode base material by laminating an electrode catalyst layer and an electrolytic matrix over the electrode base material, the surface composed of carbon fobers of which is fluoridized.
CONSTITUTION: An electrode base material 3 composed of carbon fibers 5 is rested on the bottom of a silica tube with a flat bottom so as to be heated at 400°C by a heater, and fluorine gas diluted into a ratio of 2:1 by nitrogen gas, is sealed so as to be processed. A ratio of carbon to fluorine shall be in the range of 1:0.02 to 1:0.50. An electrode catalyst layer 4 formed while platinum is being held in carbon carriers in such a way as to be bound therewith by fluorine resin with catalyst regulated, is laminated over the processed base material 3. Moreover, silicone carbide is bound therewith, and an electrolytic matrix 7 holding phospholic acid among gaps is laminated thereon. A battery employing the aforesaid base material is high in gas permeability, and almost no movement of phospholic acid from the catalystic layer 4 to the base material 3 is allowed, so that no reduction in output characteristics is exhibited for a long time.
