PURPOSE: To enhance economical efficiency of a plant by reducing a purge gas supply amount regardless of sufficiently keeping purge gas amount in a housing container.
CONSTITUTION: A circulation piping 21 and a circulation blower 22 for returning a part of a gas exhausted from a housing container 2 to an inlet of the housing container 2 are installed. To compensate the amount of a purge gas exhausted from a purge gas outlet pipe 12 to a lowerstream without doing circulation, a pressure detector 23, which detects the pressure difference between the housing container 2 and an oxidizing agent electrode, and a pure gas controller 24 which drives a purge gas supply control valve 10, according to a detected value (a), installed in a purge gas supply source 9 to control the purge gas supply amount from the purge gas supply source 9 are installed.
