To effectively judge a failure occurring in one of various elements provided in a discharging system for fuel gas.
A hydrogen concentration sensor 31 detects hydrogen concentration contained in the gas discharged from a dilution fan 14. A concentration estimating means 41 estimates the hydrogen concentration contained in the gas ejected from the dilution fan 14, based on an operating state of a fuel cell stack 1. A failure judging means 42 compares the hydrogen concentration detected by the hydrogen concentration sensor 31 and the hydrogen concentration estimated by the concentration estimating means 41 and judges whether the fault is occurring or not, based on the compared result, in any one of a purge valve 13, the dilution fan 14 or the hydrogen concentration sensor 31.
