The fuel cell system includes a fuel processing unit 1 for generating a hydrogen containing fuel gas from a raw material gas and steam, a fuel cell 2 for generating power by reaction between the fuel gas supplied from the fuel processing unit 1 and an oxidant gas, a combustion unit 4 for supplying a combustion heat to the fuel processing unit 1, a raw material gas supply unit 5 for supplying the raw material gas to the fuel processing unit 1, a combustion air supply unit 9 for supplying air to the combustion unit 4, a combustion gas exhaust passage 10 in which the combustion exhaust gas exhausted from the combustion unit 4 flows, a combustible gas detecting unit 11 provided in the combustion exhaust gas passage 10, and a parameter setting unit for setting a controlling parameter. The parameter setting unit sets a controlling parameter based on a detected value by the combustible gas detecting unit 11 when a predetermined amount of the raw material is supplied from the raw material gas supply unit 5.
