The fuel cell system S comprises a generating device T which has a reforming device 4 for reforming the raw material gas and a fuel cell 6 that generates power by reacting hydrogen reformed by the reforming device 4 and oxygen, a waste heat recovering water passage 2 for recovering the waste heat in the generating device T, and a hot water storage tank 1 for storing the hot water flowing into the waste heat recovering water passage 2. A heat exchanger 16 for heat-exchanging the process water supplied to the reforming device 4 and the hot water flowing into the waste heat recovering water passage 2 that has come out of the hot water storage tank 1 is provided.
