To simplify handling work when performance of an ion exchanger is reduced.
Valves 48, 49 for blocking the piping 46 at the time of removing the ion exchanger 47 from the piping 46 are arranged on a connecting section of the ion exchanger 47 with the piping 46. Thus, leakage of a fluid in the piping 46 from the piping 46 can be restrained at the time of exchanging the ion exchanger 47, and air mixing can be restrained also at the time of exchanging the ion exchanger 47. It is preferable that the valve for blocking a communicating section of the ion exchanger 47 with the piping 46 at the time of removing the ion exchanger 47 from the piping 46 is arranged on the connecting section of the ion exchanger 47 with the piping 46.
