To efficiently collect fuel from a fuel tank of a disused car both for a metallic fuel tank and a resin fuel tank.

A lift frame 6 is provided via a power jack 5 on a carrier 1 so that it can rise/lower, while a drill I for a metallic fuel tank and a drill II for a resin fuel tank are put on the frame 6 side by side. The drill I is equipped with a tool 9 having a triangular-pyramid-shaped bit 9a at the upper end, and a large hole 12 is formed by pushing the tool 9 into a bottom of the metallic fuel tank 11. The drill II is equipped with a hole saw 26, which is pushed into a bottom of the resin fuel tank 30 to form a hole 31 free from burrs.
