A lower end of a control lever 6, made positioning by an accelerator opening and an engine speed, is connected to a spill ring 2 through a connecting rod 23. A damper mechanism 24 is interposed in this connection part. The damper mechanism 24 comprises a damper chamber 25, formed to be closed by a recessed part 2a formed in an internal peripheral surface of the spill ring 2 and a peripheral surface of a plunger 3 fitted to the spill ring 2, and a piston 26 received to the damper chamber 25. A damper board 28 attains a squeezing function, and the damper mechanism 24 functions as a dash pot. Vibration at resonance time of the control lever 6 is absorbed by the damper mechanism 24 and prevented from being transmitted to the spill ring 2.
