To ensure an injection characteristic of high stability when an injection mode is switched while reducing a shock.
In a fuel injection pump 1, high pressure fuel is supplied to a multicylinder Diesel engine, and an injection amount of the pump is adjusted in accordance with a control command to a solenoid spill valve 22 from a CPU42 in an ECU41. In the CPU42, an ordinary injection mode performing fuel injection at a time and a pilot injection mode performing pilot injection prior to main injection are switched in accordance with an engine operating condition. In the case thus performed, in a characteristic diagram for switching the injection mode, a region divided into a plurality of parts for increasing or decreasing a cylinder, which must be placed in a pilot injection mode, one by one in accordance with an engine speed and a fuel injection amount is provided in a mode switching region serving as a boundary switching both the injection modes. In this way, switching of the injection mode is executed with a shift of time in each cylinder.
