To prevent cylinder suction fuel quantity from changing due to change of intake valve timing in a system having two fuel injection valves arranged in an intake pipe of an internal combustion engine with a position relation of an upstream side and a downstream side.
An ECU 38 sets injection ratio of a downstream side fuel injection valve 20 and an upstream side fuel injection valve 21 to an appropriate value corresponding to open close timing of an intake valve 29 by changing injection ratio of the downstream side fuel injection valve 20 and the upstream side fuel injection valve 21 with corresponding to change of open close timing of the intake valve 29 according to intake valve timing by calculating injection ratio of the downstream side fuel injection valve 20 and the upstream side fuel injection valve 21 according to intake valve timing. Consequently, fuel injected from the upstream side fuel injection valve 21 and fuel injected from the downstream side fuel injection valve 20 is surely sucked into a cylinder to prevent change of cylinder suction fuel quantity due to change of intake valve timing.
