The ECU 7 includes a fuel injection amount setting unit 74 for setting a fuel injection amount Q per one cycle. If in-cylinder filling air amount is not in a decreasing state, the ECU 7 performs in-cylinder injection control at the start-up for supplying fuel to an internal combustion engine 1-1, by injecting fuel of the fuel injection amount Q only by the DI 22, immediately after initiating start-up, and performs division injection control at the start-up to the internal combustion engine by injecting fuel of the fuel injection amount Q by the PFI 21, and by injecting the fuel by the DI 22, after the start-up in-cylinder injection control. If in-cylinder filling air amount is in a decreasing state, the ECU 7 performs an air inlet channel injection control at the start-up for supplying fuel to the internal combustion engine 1-1 by injecting the fuel of the fuel injection amount Q only by the PFI 21, immediately after initiating the start-up.
