PROBLEM TO BE SOLVED: To provide a fuel injection device and a fuel injection system capable of inhibiting deterioration of sealing performance of an insertion hole and efficiently raising a temperature of fuel.SOLUTION: A fuel injection device inserted into an insertion hole includes: a body in which a fuel flow passage with fuel flowing therein and a nozzle hole 15a communicated with the fuel flow passage are formed; a valve section 30 provided in the fuel flow passage to open/close the nozzle hole; a heater 61 provided on the outer side surface 16b of the body to warm the fuel in the fuel flow passage; and a heater cover 62 covering the heater. The heater is formed to have a thin film shape, and is brought into surface contact with an outer side surface of a portion 16 with a fixed outer diameter of the body. The heater cover has a cylindrical shape, and an outer peripheral surface 62b of the heater cover includes a seal 202 for closing a gap between a side wall surface constituting the insertion hole and an outer peripheral surface of the heater cover. A stopper 70 for preventing detachment of the seal from the heater cover is provided on the outer peripheral surface of the heater cover.SELECTED DRAWING: Figure 2
