PURPOSE: To allow simple and inexpensive reference regulation of idling injection quantity by engaging an actuating lever with a steering lever by a tensile spring, supporting the steering lever on a rotary portion and regulating the rotary portion from outside a casing.
CONSTITUTION: An actuating lever 15 supported on a regulating member 21 of a governor 23 is engaged with a fuel quantity regulating mechanism 12. The actuating lever 15 is controlled by a control device 46 via a regulating motor 45. An idling lever 41 connected with the actuating lever 15 by a tensile spring 20 is adjustable to be separated from an idling limiting stopper 48. In such a structure, the other end of the tensile spring 20 is engaged with one lever arm of the steering lever 38 and draws the other lever arm toward a regulating inclined surface 39 of the idling lever 41. The steering lever 38 is supported on a rotary portion 51 with a shaft 50 parallel to a rotary shaft 36 as the center. The rotary portion 51 is adjustable from outside a casing.
