CONSTITUTION: A fuel controller 3 of a governor 2 for a diesel engine 1 is constituted by an actuator 4 so as to be capable of being driven forward or backward. The rotating speed of the engine 1 is detected by a rotating speed sensor 5, and the detected rotating speed N is inputted into a fuel restriction position calculating means 6. The fuel restriction position calculating means 6 calculates and outputs the fuel restriction quantity on the basis of the detected rotating speed N, and controllingly drives the fuel controller 3 via a driving control means 7 and an actuator 4.
