To provide a fuel injection valve for an internal combustion engine, controlling generation of cavitation without depending on fuel injection amount.
The fuel injection valve is provided with: an injection valve body 2; a cylindrical outer needle 10 stored within the injection valve body 2 to enable reciprocation; and an inner needle 11 arranged within the outer needle 10 to enable reciprocation independently of the outer needle 10. An end part of the outer needle 10 has a tip face 10a vertical to the central axial line, and the inner needle 11 has a side face 11a parallel with the central axial line. A cavitation chamber 6 which is an annular recessed part is formed by the tip face 10a of the outer needle 10 and the side face 11a of the inner needle 11. During fuel injection, cavitation is generated by a separation vortex generated in the cavitation chamber 6, and the shape of the cavitation chamber 6 is changed by controlling a projecting amount of the inner needle 11 from the outer needle 10, so as to control the generation amount of the cavitation.
