A recess-projection structure composed of a plane part 32a and a swelling part 32b, is formed on a surface of the heater 30 as a means for restraining a sediment of a substance in the fuel. As a result of enlarging the surface area of the heater 30 by the recess-projection structure, heat radiating performance is enhanced, and a temperature rise in the surface of the heater 30 is restrained, and the sediment of the substance in the fuel is restrained. Turbulence of a flow of the fuel in the vicinity of the heater 30, is promoted by the recess-projection structure, and the sediment of the substance in the fuel is restrained.
