The method for producing a fuel oil reforming apparatus including an irradiator 1 of far-infrared rays which irradiates fuel oil with far-infrared rays and a magnetic reformer 2 which applies lines of magnetic force to the fuel oil irradiated with far-infrared rays is provided. The method for producing the fuel oil reforming apparatus produces the irradiator 1 of far-infrared rays by a spacer arrangement step in which a space between an inner cylinder 11 and an outer cylinder 12 is kept to a predetermined space by arranging a spacer 15 between the inner cylinder 11 through which the fuel oil is passed and the outer cylinder 12 arranged outside the inner cylinder 11; a filling step in which a paste-like filler material is obtained by pulverizing minerals into a powder state to produce mineral powders and adding a liquid to the mineral powders to produce the paste-like filler material, and the paste-like filler material is filled between the inner cylinder 11 and the outer cylinder 12 in the irradiator 1 of far-infrared rays; and a drying step in which a cylindrical far-infrared irradiation material 13 comprising the mineral powders is provided between the inner cylinder 11 and the outer cylinder 12 by drying the liquid contained in the paste-like filler material after the filling step.
