To solve a problem that it is difficult to completely discharge fuel stagnating in a clearance between a hollow pipe and a fixed shaft by using pressure difference of fuel generated in a motor.

A discharging hole is provided on the hollow pipe 25 and fuel intruding in the clearance 28 is easily and surely discharged to the outside of the clearance 28. The hollow pipe 25 is formed by rolling metal flat plate into a pipe shape, and a bearing 26 is inserted on outsides of both ends of the hollow pipe 25. The discharging hole is concurrently formed in pressing for cutting out flat plate from strip. Post-processing (deburring) causing great cost increase is not required and the hollow pipe 25 including the discharging hole can be manufactured at a low cost by forming the discharging hole on the flat plate before rolling.
