To provide a fuel reforming catalyst that prevents deterioration in its catalytic performance, which is caused by an influence of sulfur dioxide contained in an exhaust gas, and thereby obtains superior durability.

The fuel reforming catalyst contains silica 12 (SiO₂), in addition to a catalyst metal such as rhodium and platinum, and a carrier such as alumina, for carrying the catalyst metal. More preferably, the fuel reforming catalyst makes the silica 12 exist between catalyst particles 11 formed by making the carrier carry the catalyst metal.
