The functional acrylic polymer particles having the fixed form having functional groups localized on the surface of the particles are provided by having at least one functional group in its molecule per 100 pts. mass (meth)acrylic monomer A of the particles, consisting of a copolymer obtained by polymerizing a polymerizable monomer B rich in hydrophobicity in 1-90 pts. mass range, and localizing at least ≥70 % total amount of the functional groups in the particles with the fixed form based on mass % so as to stick their heads out of the surface of the particles.
