The functional device includes a first substrate having optical transparency, and a transparent electrode, a photoelectric conversion layer, and a second substrate composed of a metal or a conductive catalyst layer sequentially from the substrate side. The photoelectric conversion layer includes an electron transport layer containing an electron transportation agent, and a charge transfer complex having absorption in a wavelength region of 1000-1900 nm formed by interaction of an electron acceptor molecule with an electron donor molecule having a photoelectric conversion function bonded or adsorbed to the electron transportation agent, and is filled with a hole transport agent.
