PURPOSE: To produce the objective material which can be effectively used in many applications by utilizing organic wastes such as sludges and wet refuses without disposing of them by incineration or landfill.

CONSTITUTION: A dewatered organic waste is mixed with at least one oxygen generator selected from among CaO2, MgO2, Na2O2, K2O2, NaClO3, KClO3, Ca(ClO3)2 and Mg(ClO3)2 each of which can generate oxygen by a chemical reaction. The obtained functional material can generate oxygen, can be easily burnt when ignited, and can slowly generate oxygen and be easily decomposed or fermented when stored in soil or mixed with feed. Therefore, it can be utilized as a fuel similar to wood or char and in many applications such as fertilizer and feed. Thus, organic wastes can be reclaimed by a nonpolluting treatment.
