The functioning device to be arranged outside a vehicle body comprises a basic element 18, and at least one turnable element 20A turnable relative to the basic element 18 between two terminal positions. In this case, a multi-link mechanism is articulated to the basic element 18, and it includes at least two links 24, 26. The at least two links 24, 26 are articulated via their ends on the opposite side to the basic element 18 to the turnable element 20A turnable relative to the basic element 18. Furthermore, one of the two links 24, 26 is connected to a drive mechanism, and a spring device operates on at least one of the two links 24, 26. The spring device is energized at the terminal position of the turnable element 20A to operate thereon against the mass force of the turnable element 20A.
