This garbage disposer includes a biological treatment chamber 7, a garbage inspecting chamber 3, a hopper 11 with an opening/closing cover 12, a panel 13 with a card reader 16, a camera 18, or the like, and further a controller 6 including memory storing input/output information, data of garbage, the condition of the treatment chamber, and the like, and a transmitting means for sending these to a management center. The card reader 16 identifies a registered user by an ID card inserted therein, opens the opening/closing cover 12, and takes a photo of the user with the camera 18. The charged garbage is inspected in the inspecting chamber 3 and permitted garbage is transferred to the treatment chamber 7.
