Sieves 103 and 109 constituted of aramid fiber meshes are arranged at a rotary treatment tank 102 with a small upper diameter and a large lower diameter, along the side wall of the treatment tank 102. Through this sifting process, the garbage transformed into the one like a pounded rice cake can be atomized and the volume reduction speed of the garbage be expedited.
