The plastic linear body of the bag mouth binding tool 3 is folded into two in the middle, it is inserted into the mesh on one side of the bag mouth edge section 2 a, a twist is applied to a folded portion to fit the bag mouth binding tool 3 to the bag body 2 by twisting, and a refuse filtering bag body 1 is formed. The bag mouth binding tool 3 may be formed with a cord-like body made of natural fibers or synthetic fibers, a rubber-like elastic ring body made of a rubber ring, or an elastic rod-like molding made of polyethylene. The bag body 1 can be easily sealed.
