PURPOSE: To prevent the lowering of garbage treatment capacity accompanying environmental deterioration by well keeping the environment of an area where mixing is performed by a mixing means.
CONSTITUTION: In constitution such that the garbage thrown in a treatment tank 1 from a garbage throwing port 31 is mixed with the treatment medium 2 in the treatment tank 1 by mixing blades 7, 7... rotating around a horizontal shaft, stirring plates 8, 8... containing the boundary part of an upper area A where mixing is performed and a lower area B where mixing is not performed in a rotary area are arranged and the leading ends of the mixing blades 7, 7... rotated in order to mix the treatment medium 2 come into contact with the leading ends of the stirring plates 8, 8... to apply rotatory power to the stirring plates 8, 8.... The treatment medium 2 is stirred by the rotation thus generated of the stirring plates 8, 8... and the flocculated bed C formed at the boundary part is destroyed.
