PURPOSE: To eliminate the erroneous cut-off for the leak within the specification of a cut-off valve and prevent the exhaustion of a battery by judging the anomaly of the cut-off valve on the basis of the flow-rate measurement signal, time measurement signal, and the valve state memory signal, during the cut-off of the cut-off valve.
CONSTITUTION: A flow-rate measuring means 3 measures the gas supply quantity for each unit measurement volume v(l). While. a cut-off valve 4 cuts off the gas supply again when the leak flow rate q (l/h) due to the cut-off disorder in the gas supply exceeds an allowable leak quantity qs (l/h), the gas supply is cut off again. A valve state memory part 7 in a control part 10 memorizes the existence of the cut-off operation of the cut-off valve 4. Further, a timer 9 measures a prescribed time t (h), accompanied with the input of the flow-rate measurement signal. Further, a cut-off anomaly judging part 8a outputs a cut-off signal when the flow rate measurement signal up to the input of the measurement completion signal in a prescribed time t(h) in the cut-off state of the cut-off valve 4 satisfies the following equation: (k-1) v/t=qs≤q, while if q≤qs, a measurement prohibition signal is outputted.
