When a power supply is turned off, in a condition in which a valve element 21 is closed by energizing force of a second spring 22, an armature 10 abuts on a stopper 13 by energizing force of a first spring, the rear end 21b of the valve element 21 and the top end 10b of the axial part 10a of the armature 10 are faced to each other at a clearance D2. When the power supply is turned on, a stator 8 is excited, the armature 10 is attracted and moved opposing to energizing force of the first spring 15, and its movement is carried out only the mass of the armature 10. When the armature 10 is moved for the distance of the clearance D2, the top end 10b of the axial part 10a collides with the rear end 21b of the valve element 21. At the time of collision, the armature 10 is accelerated while its moved for the distance of the clearance D2, and its collision force becomes large force for opening the valve more than the valve opening force of electromagnetic force.
