When the gas flow rate is gradually reduced by the proportional control, and the inequality expressed as follows is satisfied: |Qave3-Qave4|/Qave33% at a timing of T3 (when a flow rate change is small), set determination processing is performed. In the set determination processing, if the inequalities expressed as follows are satisfied: |sum of registration flow rates (flow rate 1+flow rate 2)-average flow rate of this time Qave4|fixed flow rate, sum of registration flow rates (flow rate 1+flow rate 2)average flow rate of this time Qave4, the equation expressed as follows is adopted: maximum registration flow rate (flow rate 1)-{sum of registration flow rates (flow rate 1+flow rate 2)-average flow rate of this time Qave4}=flow rate 1', and the new registration flow rate (flow rate 1') is registered at a timing of T4, and a continuous using time corresponding to the flow rate 1' is set.
