In the gas passage metal plate 50 according to this embodiment, as shown in (a) and (b), given shaped flat surfaces 52, 54 which surface-contact cell constituting members that are adjacent in a cell state, regularly project at two sides, the front side flat surface 52 and the back side flat surface 54 are coupled by a surface 56 that is parallel to a macroscopic gas stream direction of the gas passage, and adjacent flat surfaces 52 or 54 are coupled to each other on the same surface. Therefore, unlike a gas passage forming member that uses the expanded metal 20 shown in (c) and (d), there does not exists a surface (inclined surface) that inhibits a gas stream GF flowing in a gas passage 16, thus reducing the generation of the pressure loss in the gas stream GF flowing in the gas passage 16.
