This gas shut-off device includes: a flow rate detection means 10 for measuring a flow rate; an average flow rate calculation means 12 for calculating an average flow rate by an instantaneous flow rate calculated by a flow rate calculation means 11 based on a detection value; a flow rate change determination means 13 for determining whether or not a flow rate is changed based on the calculated average flow rate; a flow rate registration means 14 for registering change amount of a flow rate during increase change and reducing and correcting a registration flow rate close to change amount of a flow rate during decrease change; a registration flow rate total means 15 for calculating a registration flow rate total value; and a flow rate difference determination means 16 calculating a flow rate difference from the average flow rate and the registration total flow rate value and registering the flow rate difference in an additional flow rate registration means again or decreasing and correcting the flow rate difference. When an abnormality is determined by an abnormality determination means 17 based on the registration flow rate and a monitoring determination value, supply of gas is shut off by a shut-off means 19.
