The combustion vibration of a combustor is analyzed for frequency in a frequency analysis part 25, and the result of the analysis is divided for each frequency band. In a state detection part 22, the operating state of the gas turbine is confirmed based on the analysis results of combustion vibration and process values in the gas turbine, and the confirmed operating state is corrected based on the fuel composition or heat quantity of a fuel gas measured in a fuel characteristic measuring part 200. Based on the confirmed operating state, a measure determination part 23 takes a measure for controlling the operational movement of the gas turbine.
