A radius of the arcuate area 9a is longer than a radius of an outer peripheral surface of an inner pipe. Spacing between an axis of the base body 10 and the flat surface 9b is shorter than the radius of the outer peripheral surface of the inner tube. A gasket is symmetrically formed across the axially center portion of the base body 10.
