SOLUTION: Crossing gates 11a, 11b open and close passing of a vehicle 10 in a lane 4 of a toll booth of an express highway, etc. The crossing gates 11a, 11b are controlled so as to close for an improper vehicle and to open for a proper vehicle. Speed of the vehicle is detected at a specified position before the crossing gates 11a, 11b. The crossing gates 11a, 11b are controlled to open even for the improper vehicle in the case when detected speed of a following vehicle immediately behind the improper vehicle is higher than specified speed. At this time, this improper vehicle is picked up of its image by a camera 17.
