To obtain the subject gel having salt tolerance, capable of containing an inorganic salt in a high concentration and freely adjusting viscoelasticity thereof to give a high adhesiveness to the skin, capable of containing a functional component and a component with drug action and useful for cosmetic or the like for prevention of skin aging and chapped skin by including carrageenan as a gelling component, a functional component such as tourmaline fine powder and trehalose.

(A) A suitable amount of water is added to carrageenan which is extracted from a seaweed as a gelling component, and (B) an alkali metal ion such as potassium ion or cesium ion is included, and (C) a functional component such as a deep sea water containing a natural mineral component, a functional water made by electrolysis and/or tourmaline fine powder, an oil and fat of plant (ex. borage oil, evening primrose oil, avocado oil, etc.), an alcohol, an extract from plants or bacteria (ex. a Panax ginseng extract, a swertia herb extract, a yeast extract, a bifidobacterium extract, etc.), and (D) trehalose are included.
