To provide a glare-proof mirror in which a voltage-applicable electrochromic layer is disposed on the back surface of a glass substrate serving as a mirror surface, which allows the mirror surface to be widely used and allows downsizing of the glare-proof mirror.
A transparent electrode film 19, and an electrochromic layer 20 having a notch portion 25A faced to a part of the transparent electrode film 19 are sequentially laminated on the back surface of a glass substrate 18. An electrode and reflective film 21A is laminated at a portion except for the notch portion 25A on the back surface of the electrochromic layer 20. A first terminal 28 is electrically connected to the electrode and reflective film 21A. A second terminal 29 is electrically connected within the notch portion 25A to the transparent electrode 19.
